Speed up our reform and open—up and propcl inland's economic development

文章论述了加快内陆地区经济发展的经济与政治意义,分析了内陆地区经济发展的利弊条件,提出了内陆地区经济发展的战略措施。文章认为内地经济发展的基本指导思想应当是:按照社会主义市场经济的原则,服务于全国经济发展的大局,提高自身的工业化水平,根本消除贫困,逐步实现小康。为了在90年代中加快内陆经济发展的步伐,中央应改变地区倾斜政策;要全方位推动改革开放;要按照市场经济的要求划分中央与地方政府的财权与事权;要制定与实施倾斜性产业政策与功能性政策相结合的中性化区域政策,以及支持内陆经济发展的政策。

This article discusses the economic and political meaning of speeding up inland areas' econom ic development and analyses the advantages and shortcomings of inland's economic development and finally gives its strategic measures。The author thinks that the basic directing idea should be as follows: according to our socialist market economic principles, serving our whole country's eco nomic development, promote ourselves' industrializational level, remove poor thoroughly and grad ually reach relatively cornfortable life。In order to speed up inland's economic development in 1990S, central government should change the regional sloping policies, improve our reform and open—up overall,divide the property right and affair right between central and local governments in accordance with the demand of market economy, formulate and carry out neuter regional poli cies which sloping industrial policies combine with functional policies and further more supporting policies of inland's economic development。
