作者认为,在建立市场经济的大前提下,对国有企业的改革要有新思路。从总体上说,这个新思路就是不要拘泥于国有企业这个形式,而应着眼于搞活国有资产,才能壮大国有经济。国有经济、国有资产、国有企业是有着不同内涵的概念。宜宾县改革传统的国有企业,拍卖国有资产,不是否定国有经济,没有削弱国有经济,而且搞活和壮大了国有经济,是我国县级企业体制改革的大趋势,采用分期付款和抵押入股是实事求是的体现。企业资产拍卖后,重要的还在于转换企业经营机制,关键是要解决好国有资金的新投向。

This paper studies the new thinking about reforming state-owned enterprises under building market economy. Generally speaking, the new thinking is that we should not rigidly adhere to form of state-owned enterprises, but see from the angle of making state-owned property vigor and strengthen the state-owned economy. The conceptions of state-owned economy, state-owned property and state-owned enterprises are different. It is not denying and weakening state-owned e conomy that reforming traditional state-owned economy that reforming traditional state-owned en terprises and auction state-owned property in Yi Bin county, but strengthening the state-owned e conomy and will be the generral trend of our country's county level enterprises' system reform. Adopting paying by installments and mortgaging buying a share is the reflection of seeking truth form facts. After auction enterprises' property, it is very important to transfer enterprises' opera tion mechanism and the crux is to resolve well the new investing direction of state-owned fund.
