This paper has examined the fundamental changes in and application needs for modern education technology, having had an overview of the history of courseware development and analyzed the present problems. It has been concluded that the tendency of the web-based multimedia courseware development in the foreign languages teaching is the full integration of the modern educational philosophy with the modern education technology, and which in turn will produce positive back-wash effect upon the teaching practice.
