对警察权进行有效的监督,既是依法治国、依法行政的关键,也是保障公民、法人和其他组织合法权益的必然要求。当前,对警察权的监督存在机制性和制度性的问题,必须从完善警察机关内部监督机制、增强警察权运行的透明度、正确认识警察权的法渊、强化动态监督、落实警务经费保障、注重对监督者的监督以及整体监督和专项监督并用等方面入手,才能建立起完善的警察权监督体系。

The effective supervision over the police power is both the key to managing state and administration according to law and the essential requirement to guarantee the legal rights and interests of the citizens, juridical persons and other organizations. In order to set up a perfect system of supervision, nowadays, the problems of mechanism and systems existing in the supervision over the police power should be solved from all aspects including perfecting the supervision mechanism of the interior organ of police, strengthening the transparency of operating the police power, clearing up the legal source of the police power completely, intensifying dynamic supervision, implementing the guarantee of the funds of police affairs, paying attention to supervising the supervisors and the combination of the whole and specialized supervision.
