可持续发展是指满足当代人的需要 ,又不对后代人满足其需要构成威胁的发展。可持续发展 ,既强调了当前发展的协调性 ,又强调了长远发展的持续性 ;既强调了人口、资源、环境的相互协调 ,又强调了经济发展、生态平衡和社会进步的相互协调。可持续发展没有一成不变的模式 ,各地区要从实际出发 ,找出一条适合自己的可持续发展道路。因此 ,在以畜牧业为基本经济形态的少数民族地区———内蒙古边境地区 ,实施人口与产业可持续发展战略时 ,要因地制宜 。

The sustainable development is the development tha t can not only meet the current needs of the people,but also meet the needs of fut ure generations. The sustainable development emphasizes not only the coordinatio n of the current development, but also the continuation of long-term development ; not only the mutual coordination among population, resource and environment, b ut also the mutual coordination among the economic development, the ecological b alance and social progress. Such ways of developing makes the population, resour ces and environmental and ecological balance highly balanced and circulated. The re is no fixed model for sustainable development to follow. Each region must fin d a suitable sustainable development way of its own in accordance with the curr ent real conditions. Therefore, in Inner Mongolia border area-the animal-husband ry oriented ethnic minority region, it needs to suit measures to local condition s so as to develop the advantage to carry out the sustainable development in pop ulation and industry.
