任何社会的稳定和秩序都是依赖于人们对各种行为规范的遵守实现的,而法律和道德是最基本的行为规范,法治和德治相统一是善治国家的一般规律。德治为法治提供了坚实的基础和思想保证,法治对德治具有重要的保障和促进作用,二者相辅相成、互相促进、互为救济,为治理好国家各自发挥着不可替代的功能,因此,必须把二者统一起来,而实现二者统一的社会基础是市场经济的发展。

It is the general law to rule a state both by laq and by moral. Mor- al provides solid support for the carrying out of law and law can promote moral standards.
