中国经济增长与社会发展的不均衡,客观上需要政府功能从经济建设型转变为社会服务型,这是完善市场经济体制、全面建设小康社会以及增强中国国际竞争力的需要。政府功能转型,必须确保企业的市场经济主体地位,限制"公共产品"的越位供应或虚耗。

The imbalance between the increase of economy and the development of the society makes it necessary to convert the government from economy construction-centered to service-centered,which is the need of perfecting marketing economic systems, constructing comparatively good living standard society and strengthening our international competitive force.In order to achieve the goal of conversion, we must ensure enterprises principal part position in marketing economy and limit the supply of public products.
