失业是经济运行过程中的必然产物,它既有支持经济效率的意义,又有浪费资源,损失国民收入的弊端。我国的失业保险制度有其不断完善的过程,但在市场经济发展过程中仍存在着大量的风险,只有弄清楚风险存在状况才能更为有效地发展失业保险制度。

Unemployment is the inevitable outcome in economic development, it can support the economic efficiency, but it also can waste resources and damage national income. Our unemployment insurance system has its self-perfecting process, but in the market economic development, there are a lot of risks. Only when we realize what the true things are , can we develop the unemployment insurance system better.
