要素流动对东西部地区经济发展的影响

Effects by Mobility of Essential Factors on Unbalanced Development between the West and the East of China

本文从商品与要素流动的角度探讨了东西部地区发展不平衡的原因,认为目前已经到了开发西部的良好时机,西部的经济发展要摈弃资源开发型发展思路,也不能过多地寄希望于依赖国家的财政支持,而应该以市场化为导向,改进制度环境,提高人力资本存量,利用东部资本。

From the perspective of mobility of commodities and essential factors, this paper explores the mechanism of unbalanced development between Eastern and Western China. Based on this exploration, the paper argues that it is time to promete western development. To speed up development in Western China, we should discard resource exploitation as a strategy and should not expect to get more fiscal support from the central government. Instead, we should make the development market-orientated, improve institutional environment, increase stock of human capital, and utilize eastern capital.
