论公务员绩效考核与德能勤绩 被引量:11

Whether the Dimensions of Evaluating the Civil Servants should be MADA(morality, ability,diligence and accomplishment) or Not?

摘要 本研究对 2 0 0 3年某市直系统领导干部的考核结果 ,运用因素分析发现 ,大部分考核数据都仅能获得 1个公共因素。这说明现行的公务员考核德、能、勤、绩四维度的绩效结构可能存在问题 ,需要进一步研究重新加以划分确定。同时需要在对测评者进行培训 ,使用多个考核主体来进行评价 ,以消除测评中的误差。
