摘要
天然林保护工程是政府为改善生态状态而采取的一项公共政策。实施五年来取得了一定的成效。森林资源过量消耗得到了有效控制，局部地区生态状况明显改善，但也出现了诸如政策措施缺位、后续产业发展滞后等一些问题。文章分析了产生问题的原因。并运用福利经济学的理论，分析了天然林保护工程的实施给相关利益主体带来的社会福利变化。进而提出了若干政策建议，以期提高天然林保护工程的实施效果。
Natural Forest Protection Program(NFPP)is a public policy to control the deterioration of the natural environment and push sustainable development.Since the program was launched,deforestation has been altered and the ecological environment has been improved.But there are some implementation issues that limited the program progress,such as lack of some supportive policies and slowly following-up industries.This paper analyzes the reasons of these issues;welfare economics is adopted to analyze the welfare changes of NFPP policy recommendations are presented in the paper.
