文献资源开发与利用是关系科技发达的一件大事,也是一项复杂的系统工程,它要求具备一定的条件,也有其明确的任务。首要的是有关的方方面面都应当改变观念,从开放、搞活的角度来认识问题,群策群力,再就是要随着形势的发展。在更高的层次上组织起来,特别是要注意联合方式和用户研究,既要适应国情,也应使主客观相适应。

The development and utilization of document resources is significant to the prosperity of science and technology.It is also a complicated system of engineering and has clear-cut tasks,requiring certain conditions to accomplish. Firstly,the old concepts in all fields should be changed and all matters should be examined in view of the policy of opening to the outside world and making things active,and by pooling the wisdom and efforts of everyone.Secondly, tit should be organized at a higher level,with special attension be paid to the ways of collaboration and cenderstanding of users.It should be suited o China's situation and the subjective thoughts should be fit for the objective conditions.
