解决农民问题在实现现代化中具有重要的意义。发达地区有必要、也有条件更好一些、更快一些地解决“三农”问题。解决农民问题应当保护农业的基础产业地位 ,加快发展第二三产业 ,加强郊区基础设施和各项公共事业建设 。

To solve the farmers' problems is of great importance in the realization of modernization. Developed areas have the necessities and the conditions to quicken the solution of problems of Agriculture, Farmers and Rural Areas. Possible countermeasures include the protection of the fundamental industrial status of agriculture, quickening the development of secondary and tertiary industries, strengthening inputs on infrastructure and public affairs in the suburb, and readjusting rural-urban institutional arrangements.
