黑龙江省和俄罗斯科技合作的历史追溯与理性思考

Reviewing and Pondering the Scientific and Technological Cooperation between Heilongjiang Province and Russia

自20世纪80年代后期以来,黑龙江省同俄罗斯开展科技合作历经了三个发展阶段。目前,黑龙江省乃至中国与俄罗斯的科技合作有很强的互补性,我们急需在引进技术与提高合作层次等方面下工夫。

From the later stage of the 1980s on the scientific and technological cooperation between Heilongjiang province and Russia underwent three phases of development. At present, Heilongjiang province and Russia are complementary to each other in the scienlific and technological cooperation. We should make great efforts to introduce advanced techniques and make the cooperation upgrade.
