行政法学的研究应该尽量放宽视角，适应将来法治建设的需要。我们必须把行政行为的概念放到整个法治体系中甚至整个社会的发展中去研究。

In order to meet the requirement of our building of a law - governed society, we should try to keep our eyes wide open in the study of administrative laws. And we should put the concept of administrative behavior in the whole context of our law system even the whole society for research.
