科技情报工作是一项公益性服务事业。从它的形成、发展及其作用来说,都有自身的规律、特点和社会分工。要提高科技情报工作的社会功能,就必须改变传统的、封闭型的工作模式,使情报工作适应商品经济的发展。随着科技与经济体制改革和有计划商品的发展,必然带来商品的市场竞争,而商品竞争的实质就是情报信息、技术的竞争。因此,在深入基层调查研究时,有目的地到现场中捕捉新鲜的、流动的、处于萌芽状态的情报,并进行分析研究、判断、预测,使情报工作从单因素向多因素综合服务发展;从静态向动态服务发展;从封闭型向开放型服务发展。

Scientech information is a service of public welfare. lt has its own regulation, characteristics and social division in view of its formation, de- velopment and effect. To improve the social function of scientech informa- tion work, it is necessary to change the traditional and closed work model, and make the information work match the development of commodity econo- my. Along with the reform of scientech and economic system and the deve- lopment of planned commodity, market competition of commodity will come into being inevitably. However, the essence of commodity competition is a competition of information and technology. Therefore, when one is going down to the grass-root units for investigation and study, he or she should seize the fresh, flowing and sprouting informations, then analyse and identi- fy them and make predictions, so that to bring about the development of information work from single factor to multi-factors service, from static to dynamic service and from closed to open service.
