论政府在推动城市化进程中制度的帕累托改进

On Government's Pareto-improvement of the System of Promoting Urbanization

工业化过程中往往伴随着较快的城市化。我国在工业化过程中产生了大量农村剩余劳动力,所以城市化的过程即是转移农村剩余劳动力的过程。目前我国城市化过程中遇到一些制度性障碍,如户籍管理制度、土地政策成为对农民向城市转移的羁绊。因此,政府应对现有制度进行帕累托改进,做出一系列相应的制度安排,克服各种障碍,推动城市化的进程。

There are a large number of superfluous laborers in rural area in the course of industrialization in China. It is certain that the superfluous laborers in rural area move to cities. The barrier of system blocks peasants to enter cities, such as land policy. Government must have Pareto-improvement of system and make system arrangements, so that it can overcome the barrier and promote superfluous laborers in rural area moving to city.
