淮海战役中解放军高层决策的科学实施

On the Adoption of Scientific Decision -making Mechanism in the PLA's Senior Leadership during the Huai-hai Campaign

淮海战役中人民解放军取得了巨大的胜利，这与我党的各项英明政治决策是分不开的，而统一的战略性与策略性方针的制订与落实，科学决策机构的建构，民主集中制的推行又是保证政治决策科学实施的重要因素，本文拟就以上几点因素对战役中我党我军高层政治决策的科学实施做一些粗浅的探讨。

The tremendous victory made by the PLA during the Huai -hai Campaign should be attributed to the wise and scientific way of decision - making. On the other hand, the formation and implementation of a unified strategic and tactic guide - line, the establishment of a scientific decision - making body, as well as the practice of the democratic centralism mechanism were all significant factors to guarantee the scientific implementation of political decisions. Centering on these factors, this paper is intended to make some general discussion about the scientific implementation of the political decisions made by the leaderships of both our party and our army during the Huai - hai Campaign.
