科研成果的价值构成及评估

The Value of the Achievements in Scientific Research And the Principle of Evaluation

笔者认为,科研成果的价值由三个价值要素构成,这三个要素分别是科研成果的发现或创新价值、科研成果的效应价值及科研成果的载体价值。由这三个价值要素构成的科研成果的总的价值可称之为科研成果的综合价值。

In this paper, the writer discussed both the problem that how the value of the achievements in scientific research is constituted, and the principle of evaluation. The writer holds that the value of achievements includes three components. The first is the value of discovery or bringing forth new, which is the most important and basic one, without it an achievement can not be called the scientific achievement. This kind of value can not be quantified. The second component is the value of effect, it includes three kinds of value, they are the practical effect, it includes three kinds of value, they are the practical effect value, the conceptional effect value and, the political effect value. Some of them can be quantified, some cannot. Third component is the value of carrier, it cannot be quantified. The three components constitute the comprehensive value of the achievements. the principle of evaluation is to evaluate the comprehensive value.
