中国共产党在执政实践中深刻认识到党的执政地位不是与生俱来的,也不是一劳永逸的;党的执政能力是巩固党的执政地位、开创中国特色社会主义新局面的关键因素;加强党的执政能力建设,是推进中国特色社会主义伟大事业和党的建设新的伟大工程的重要连接点。加强党的执政能力建设,必须总结党执政的经验、探索执政的规律、提高执政水平。

The Chinese Communist Party has realized in the practice of ruling that its position of ruling is neither innate nor lasting forever. Its ability of ruling is the key factor in consolidating its position of ruling and creating a new situation of socialism with Chinese characteristics. Enhancing the ability is important linkage in promoting the great cause of socialism with Chinese characteristics and the great program of the party's building. In enhancing the party's ability of ruling, we must summarize the experience of its ruling, explore the regularity of ruling and raise level of ruling.
