摘要
基础学科的发展具有战略意义。为了加速我国的基础学科的发展,本文对加强有关基础学科发展状况的科技统计工作、基础学科的分类、不同类别基础学科的政策调控原则与方式、基础学科优先发展序列的选择、基础性研究经费的筹措与管理、基础性研究人才的培养、队伍的稳定以及扩大国际间科技人才的交流等问题,提出了一系列政策建议,并做了相应论证。
The development of basic disciplines has strategic Significance. In order to speed up the development of basic disciplines in our country* a series of policy suggestings are proposed as following aspects; 1. reinforcing of Scientific and technological strategic work which can reflect the development situation of basic disciplines, 2. generalized classification of basic disciplines, 3. policy regulating and controlling principle and style for different types of basic disciplines, 4. selecting for the development priority of every basic discipline, 5. raising and managing.of basic research funds, 6. cultivating of basic research talents, stability of research ranks, as well as scientific and technological talents, exchange with other countries.
