摘要
从伦理学视角探讨了公开选拔领导干部制度改革的几个重要理论问题:确立科学价值目标,实现忠诚事业和精明能干价值取向的有机统一;促进社会公平,实现推荐任命与公开考试的有机统一;推进行业公正,实现共同标准与特殊标准、通才标准与专才标准的有机统一;实现人际平等,坚持一视同仁,反对厚此薄彼,为深化公开选拔领导干部制度的改革提供理论支持。
Some important theoretical problems concerning the public selection of leading staff from ethic angle are discussed in the article such as establishment of reasonable value quotas and the flexible combination of loyalty & expertise;stimulation of fair competition and the combination of recommendation,appointment and open selection contest;promotion of professional justice so as to realize the combination of unified norms and flexible ones,all-round ability and special expertise;realization of equal competition of persisting in the principles of treating equally without discrimination or using connection so as to carry the reformation in a deep-going way.
