University is a place where people study profound knowledge, studying advanced knowledge is a kind of ideal value orientation of it. It is also a institution where there are many classicsand researchers who are good at different subjects. Ideal atmosphere of university is democracy and freedom. Its aim is to train persons with ability and good moral character who can satisfy needs of nation. CAIYUANPEI's idea about university education can be generalized as above. His idea gives us some inspiration at present. Learning administration is the core of university internal administration. We must build power running mechanism where learning power is dominant and establish host position of teachers in university academic administration activity.
