"双重国籍"的放弃对于新中国外交的积极意义及其历史局限性

The Positive Significance and Historical Limitations of Abandoning The "Dual Nationality" on the Diplomacy of New China

本文分析了放弃"双重国籍"对于新中国外交所具有的积极意义及其历史局限性。认为"双重国籍"的放弃既是中国争取印尼等国家、开展睦邻外交的国家利益需要,同时对于华侨华人更好地在当地生存和发展又有其必要性;其局限性主要在于,国籍问题并非当时华侨华人面临的根本性问题,华侨华人问题的复杂性导致了"双重国籍"的放弃在当时只是中国政府一厢情愿的良好愿望。本文还认为"双重国籍"问题是与中国的地缘政治和大国地位联系在一起的,由于中国并未因放弃"双重国籍"而失去华侨华人这一资源,因而此举无论对于新中国的外交还是侨务而言,都基本达到了预期目的。

The positive significance and historical limitations of abandoning the dual nationality policy for China's diplomacy were carefully analyzed in this paper. While acknowledging the necessity to abandon the policy in order to win over the support of Indonesia and launch a harmonious diplomacy towards neighbouring countries of Southeast Asia in the 1950s, the author believed that the policy change had its drawbacks. The dual nationality was actually not a fundamental problem faced by Oversea Chinese in Southeast Asia. The complexity of Oversea Chinese communities led to the abandonment of dual nationality policy, but the abandonment itself was one-sided good wish from the Chinese government. Here the author also emphasized that the issue of dual nationality was closely related to the geopolitics and China's status as a big country in the world. China has not lost its Oversea Chinese since it abandoned dual nationality, so this decision made good winning in both China's diplomacy and Oversea Chinese affairs.
