面对国内外市场上日益强大的竞争力,传统国有企业不同程度地陷入困境,深化国有企业改革已经迫在眉睫,对此要有生死存亡的紧迫感。深化国有企业改革的主要任务是在国有企业结构调整和转换企业经营机制方面尽快取得突破性进展,最终实现国有企业持续保持支柱地位、产业竞争力乃至国家竞争力得以不断提高的战略目标。

Faced with growing competition in the market domestic and international, the traditional state-owned enterprises are involved in the difficult position, hence a further reform of the state-owned enterprises being an emergency. The main task of deepening the reform of the state-owned enterprises lies in the rapid breakthrough advance made in the structural adjustment of the state-owned enterprises and in the changing management system of the enterprises, which aims to make state-owned enterprises keep a continuous backbone position and industry competitiveness, hence the strategic goal of continuous upgrade the national competitiveness.
