摘要
1997年中国首部反倾销条例的颁布与实施 ,改变了中国长期以来单方面作为反倾销目标国家的处境 ,中国正在成为反倾销措施的重要使用国家。对中国反倾销措施经济效应的初步分析表明 ,反倾销措施对国内进口竞争产业发挥了一定保护作用 ,但同时对下游产业和消费者利益产生潜在的不利影响。我国修改后的反倾销条例要求实施反倾销措施必须符合公共利益 。
The promulgation and implementation of China's first antidumping regulation in 1997 changed China's status only as a respondent country in antidumping proceedings, and the country is becoming an important antidumping user. A preliminary analysis of the economic effects of China's antidumping measures shows that, although they have offered certain protection to the import-competing industries, they have the potential to adversely affect the welfare of downstream industries and consumers. The new amendment to China's antidumping regulation which requires that antidumping measures must fit into public interests is therefore of great importance.
