As an intrinsic requirement of knowledge economy and market economy,the ability-construction is an urgent need for China's overall,coordinated,and sustainable development,and it is also the only way for an individual's intellectual and overall development.The ability-construction refers to the activities and processes of education,training,appropriation,use,regulation and reinforcement,aiming at tapping one's potentials,enhancing and achieving one's abilities for the overall development of the society and individuals.Focusing on training and enhancing one's creativity,it is an inevitable choice of China's ability-construction at present to fully cultivate people's enthusiasm,to strengthen the leadership and management,to realize system innovations,to establish a mechanism of tapping abilities,and to build ability-oriented organizations and an ability-oriented society.
