It is the biggest variability and the most difficult problem of stock market that state-owned stock reduce to hold and circulate. We should follow the principle of equilibrium and harmony in carrying it out. We should position and unify the main bodies' power, duty and benefit of five related sides. We should make it more effective, safe and stable on the basis of equality. In addition the article makes some research into several problems which may appear in carrying out the principle of equilibrium and harmony, such as the amount of absolute holding, loss of state assets, the participating of foreign and private capital industries and the project of reducing to hold and circulate etc.
