核心期刊从图书馆的研究课题演绎成为期刊的分级标志,广泛地干预着期刊的出版工作,甚至干预了知识分子的工作和生活。这样一种强大的外力,实际上并无法规效力和普遍的权威性,其研制的标准仅适用于图书文献的收集、采购和收藏,其研制的方法缺乏公开性和被研制者的民主参与,其作用范围远远超出了研制者的预料。对这样一种现象进行实事求是地分析,有助于对其正确的认识、规范和利用。
The role of core periodical has developed from the research subject by library to the grade sign of periodicals, which interferes the job of periodical publication and even influence the intellectual's life, while this powerful outside force has no rule effect and universal authority. Its standard is mast useful for selecting, purchasing and collecting books and literature, but the methods of defining core periodical lacks openness and wide participation and its influence exceeds the researchers anticipation. Some action should he taken to analyze this phenomenon calmly and scientifically, so as to recognize, specify and utilize it correctly.
