The fundamental position of rural economy asks for the change of the duality of economic structure between cities and rural areas, or the development between the east and the west of China would not be harmonious. To improve the rural industrial structure in west China it is necessary to take the following measures: 1 Develop characteristic economy oriented by market; 2 Strengthen the market system; and 3 Introduce the operating pattern of industrial companies.
