进入20世纪以来,东南亚海盗日益猖獗,亚洲海域也逐渐发展为现代海盗集聚的中心。而随着现代战争方式的多样化,历史上单纯为了经济利益的海盗行为也发生了根本变化。其一方面成为某些国家扩充海军实力的借口,另一方面又在逐步向国际恐怖主义靠拢。人们担心,国际海盗可能与恐怖主义组织相互渗透,狼狈为奸,危害人类。
Since the 20th century, piracy has become more and more rampant in southeast Asia and the Asian waters have also grown into the hotbed of the modern piracy.
With the diversification of the modern wars, the historical economic-driven activities of piracy have changed fundamentally. One the one hand, piracy has been used by some countries as a means to expand their naval force; on the other hand, piracy is gradually developing towards the international terrorism. People worry that the collusion of international pirates and terrorist organizations will pose a greater danger to the safety of property and life.
