An Analysis of the Proliferation Security Initiative

“防扩散安全倡议”是布什政府推行反扩散战略的一项重要措施。本文分析了它的由来及其宗旨与原则 ,并对它所面临的问题和未来发展前景作了评估。作者认为 ,“防扩散安全倡议”的进攻性、强制性及其与国际法的抵触性使其发展前景并不乐观。中国不加入“防扩散安全倡议”的选择符合中国的外交总方针与原则 ,也符合我国的安全利益。

The Proliferation Security Initiative (PSI) is one of the major steps taken by the Bush Administration in pursuing its strategy of counter-proliferation. This article analyzes the origin, goal and principles of the PSI, and makes an assessment of the problems it faces as well as the prospect of its future development. The author believes it will be difficult for the PSI to fully achieve its goal, owing to its offensive and coercive nature and the lack of credible legal basis. China's decision not to become a member of the PSI under current circumstances is in accordance with the general principles of China's foreign policy and is also in China's security interest.
