关于苏联联邦制的几点思考

在对苏联解体原因的研究中 ,学术界有“联邦制变形”之说 ,并把这种“变形”看成是苏联民族问题日趋严重的一个重要原因。本文认为 ,对“联邦制变形”问题的讨论不应局限在“变形”的表现和后果上 ,更重要的是要研究苏联联邦制创立的历史条件与初衷、自身的特点与缺陷 。

In the academic field, there exists a theory about “deformation of federal system” over the research of causes for the Soviet Union disintegration, taking “deformation” as the major cause of the emergence of national issues in the Soviet Union. This paper holds that the discussion over the “deformation of federal system” should not be confined to the performance and consequence of the “deformation”, but to the research of its historical conditions and original intention, its own characteristics and defects,as well as the causes of the “deformation of federal system”.
