本文提出了适时开征社会保障税、税收附加、国有资产划拨、加大财政收入力度、发行彩票等多元化资金筹集措施，以缓解社会保障资金收支矛盾的思路。

In this essay,various ways of raising funds for the benefit of social security program are put forward. It proposes that new taxes such as taxes on social security,the division and transference of state-owned assets,and additional taxes should be imposed at appropriate time. And we can also raise funds by enlarging income in fiscal revenue and by issuing lottery tickets. All these measures aim at relieving the contradiction between fund revenue and expenditure of the social security.
