铁路建设投资确定 (计价体系 )的合理性问题 ,多年来虽然在铁路建设中受到重视 ,却没能解决好。高质量的路网建设需要大量的建设资金 ,解决好这个问题对促进和加快铁路建设 ,提高建设和管理水平 ,将起到非常重要的作用。作者根据实际工作体会 ,对现阶段建设项目的投资管理过程进行了论述 ,并针对存在的问题 ,提出了合理建议。

The reasonableness of the investment (charging system) determination in railway construction is a problem which has been for many years attached importance to and failed to be well solved by both the higher authorities and the grass-roots units in railway construction sector. The rail network building of premium quality needs large sums of funds, which once solved successfully will play a vital role in promoting and speeding up railway construction and improving the level of construction and management. The author, based on his personal work experience, makes a description of the process of investment management of construction projects in the present phase, and brings forth rational proposals for killing the existing problems.
