试论村民自治工作中的难点与对策

On Difficulty and Countermeasure during the Work of Villager Autonomy

从1988年《中华人民共和国村民委员会组织法》(试行)颁布实施算起,村民自治已经在中国农村推行了十四年。十四年的广泛实践,使得村民自治制度已经成为继联产承包、乡镇企业之后农村改革的又一重大成果。以民主选举、民主决策、民主管理和民主监督为核心内容的村民自治制度在保障村民民主权利、提高村务管理水平、促进农村集体经济发展、维护社会稳定方面发挥了重要作用。但是,必须清醒地看到,在实际工作中,也存在一些与村民自治不和谐的现象,反映出村民自治工作中的薄弱环节,长期下去,将势必影响村民自治的进一步发展,影响农村经济发展和社会稳定。笔者通过下基层开展调研,提出了自己的见解,很有参考价值。

The villager autonomy has been pushed in China country for 14 years,since the PRC Organisation Law of the Villager Committee (Tryout) was actualized.After the contracted responsibility system with remuneration liked to output and the township enterprises ,the broad 14 years' practice has made the system of villager autonomy another great achievement in the country reform.The system of villager autonomy with the core of democratic election, decision-making ,administration and supervision has brought important effect on the aspects of ensuring the villagers' democratic rights ,promoting the level of village administration, accelerating the development of country's collective economy ,and maintaining the social stabilization . However,We must know distinctly that there are still disharmonious phenomena against the villager autonomy during the practical work,which reflects the weak parts of the villager autonomy work .If this goes chronically ,it certainly will affect the further development of the villager autonomy ,the country's economic development and social stabilization. The author raises her own opinions through the investigation and research into the grass roots ,which could be cousulted and referred.
