Logic and Order:the Perspective of Western Banking Reform

在西部开发中,试图以增量带动存量,通过引入股份制银行和民营银行的方式促进西部银行业的发展,不仅不能促进西部区域金融的改革与发展,而且还有可能导致区域金融的不稳定性和潜在风险。而合乎逻辑的选择应是对既有的中小金融机构(主要包括城市商业银行和城域信用社)进行存量改造,给予中小企业和民营经济以金融支持,进而推动区域经济的可持续发展。

The paper points out that the way to improve financial efficiency of the banking in the Western China by means of introducing joint-stock banks and civilian banks can not only promote regional financial reform, but also lead to instability and potential risks. The paper believes that reforming the existing small-and-medium-sized financial institutions (mainly including city commercial banks and credit cooperations) should be carried out firstly, so as to support the development of small-and-medium-sized enterprises (SMEs), and pave the way for the sustainable development of the regional economy.
