公司治理结构的确立 ,自然产生了企业党组织如何定位和发挥作用的问题。党组织参与企业重大问题的决策必须发挥党组织的整体优势 ,目的是将党的路线、方针和政策贯穿于决策之中 ,而不是直接去制定决策。要明确界定党组织参与决策的范围。党组织参与决策还要解决在现代企业制度条件下如何贯彻“党管干部”的原则、如何在企业内部对党政领导干部特别是“一把手”进行有效的监督、如何寻求党委会与法人治理结构双方的“结合点”等相关问题。

Since the establishment of company governance,the problem of how Party organizations in enterprises play their role has emerged.When taking an active part in the decision-making on major issues,Party organizations must give play to their entire strong points for the purpose of making the Paryty's line,principles and policies embodied in decision-making.Party organizations do not make decisions directly.It is also necessary to tackle the problems of how to implement the principle of “the Party assuming the responsibility for cadres' affairs',of how to effectively supervise Party and government leading cadres,especially the heads of enterprises and of how to integrate the Party Committee with the corporate governance.
