As the basis of the socialist economy system, public ownership is the major guarantee for the foundamental interests and common prosperity of the broad masses of people. To ensure that the state sector controls the lifeline of the national economy and plays a dominant role in development of economy, we need to enhance the vitality, control force and competitive edge of the state sector, strengthen the management of the state sector and reform the state property management system.
