锦州、锦西地区作为一个整体区域系统,小城镇分布极不平衡,未来小城镇的建设应同经济发展水平及人口的分布相协调,小城镇布局不同的区域应采取不同的发展措施.

Jinzhou and Jinxi area are regarded as a whole district system.The small town distribution isn't very even in the two areas.The development of small towns in future should fit in with the developing economic level and the population distribu-tion,We should adopt different developing measure in different area of small town distribution.
