摘要
在针对农业保险政策扶持的必要性、农业保险的政策调节功能以及体制模式选择等影响新制度建设的重大方向性问题分析探讨基础上 ,提出我国迫切需要给予农业保险扶持 ,农业保险应具备政策调节功能以及从实际出发 ,兼顾公平与效率 ,建立有重点分层次政策引导扶持、多种经营主体结合、政策作用与市场功能有机融合的多样化混合型经营模式。
The important problems influencing the building of a new agricultural insurance system, such as the necessity of supporting agricult ural insurance by policies, the regulating functions of policies and the choice of system patterns, were analysed, and then it was put forward that the agricult ural insurance in our country system needs supporting and should have the regula ting functions of policies and that diversified and mixed-type modes of operati on should be established on the basis of taking account of both justice and effi ciency, joining diverse business entities and harmonizing policy action with mar ket functions.
