摘要 从国有企业人事制度改革的意义和国有企业人事制度存在的问题出发,提出了理顺选拔任用国有企业经营管理者体制,确定经营管理者选拔任用的基本原则,建立科学的出资人认可和市场认可的考察评价体系。完善适用于企业经营管理者特点的考察方式,加大市场配置国有企业经营管理者力度,建立科学的激励和约束机制。并指出要加快建立培育经营管理者市场。 Based on the significance of personnel system reform and the problems of personnel system in state-owned enterprises, some proposals on deepening the reform of personnel system in state-owned enterprises were put forward, such as a system for selecting, appointing managerial staff would be rationalized, a cardinal principles of the system would be defined, the scientific assess and appraisal system approved by investor and market would be established, an appropriate assess fashion to the characteristic of managerial staff would be improved and perfected, efforts of market in the allocation of managerial staff would be redoubled, scientific encourage and a discipline mechanism would be developed, a market to training managerial staff would be accelerated etc.
