我国老工业基地国有企业大多成立于“一五”计划时期和“三线”建设时期 ,其特点是历史较长、规模较大 ,受传统计划经济体制的影响也最为深重。因此在制度上存在着一系列缺陷 ,如产权关系模糊、资本结构单一等。根据社会主义市场经济的客观要求 ,结合老工业基地国有企业制度的一般性和特殊性 。

The state-owned enterprises of the Old Industrial Bases were mostly set up during the “First Ten-year Plan” period and the “Third Line” construction period which are characteristic of long history and greater scale with profound impact of traditional planned economic system. Therefore, there exist a series of defects, like the ambiguous property and ownership relationship, and singularity of capital structure, etc. In keeping with the objective requirements of socialist market economy and in view of the generality and particularity of the state-owned enterprises of the Old Industrial Bases, the writers of the article come up with a series of new ideas and alternative solutions for system innovation for the state-owned enterprises of the Old Enterprise Bases.
