摘要
人力资本是智力投资的产物 ,是经济生活中的重要的竞争力量 ,企业的经营管理和技术升级离不开人力资本的作用。自 2 0世纪 60年代后 ,人力资本理论已成为经济学研究的重要内容。各个发达市场经济国家都非常重视人力资本的开发与利用 ,并将其与教育体制的建设联系在一起。目前 ,我国的人力资本状况处于相对落后的水平 ,且教育体制与发达国家相比也存在相当大的差距。因此 ,现在我国应以信息技术为基础 ,转变政府职能 ,积极发展网络教育、民办教育、职业教育、高等教育及国际教育 ,加强本土教育 。
Human capital is the result of investment of intelligence, a significant competitive force in the economic life. The management and technological upgrading can not do without human capital. Since the 1960s, theories of human capital have become important part of economic research. The developed market economy countries place an important emphasis on the development and utilization of human capital and relate them to the construction of the educational system. At present, the situation of human capital comparatively lags behind with a considerable gap between the educational system in China and those in developed countries. Hence, China should strive to transform the governmental functions, actively develop network education, private education, vocational education, higher education as well as international education while strengthening national education, and speed up the pace of reforming the educational system on the basis of information technology.
