摘要
人类社会迈入新世纪,组织外部环境体系中的新因素进一步突显,组织内部的各项发展模式和活动方式也正进行着深入持久地变革,各种新的管理概念和管理理论不断出现。在这种形势下,企业组织和公共组织的人力资源管理显示出一系列发展趋势,适应未来市场需要的高层次人力资源必将具备新的素质能力和外现特征。我国社会经济的多年快速发展以及即将加入 WTO,这对我国人力资源的开发和管理提出了新的挑战。探索和借鉴国际人力资源管理的新发展,将促使我国人才的培养、使用和管理跟上世界发展趋势。
As human society marches toward the new century,new factors outside organization environ- mental system are becoming conspicuous,various development models and activity forms inside organiza- tion are undergoing thorough and lasting changes,and various kinds of new management concepts and management theories are appearing constantly.Under such kind of situation,human resources management in enterprise organizations and public organizations has demonstrated a series of developing trends,meeting the needs of future market for the highlevel human resources who possess new diathesis ability and exterior characteristic.Along with rapid socioeconomic development of our country for many years and China's impending entry into WTO,it has put forward new challenges to human resources development and man- agement of our country.Probe and draw lessons from international new development of human resources management will impel of cultivating,making use of and managing talents of our country to catch up with the development trend of the world.
