文章重点探讨了 1998年后欧盟共同安全与防务政策的发展、原因、特点及其对欧美关系的影响。作者认为欧盟已成为欧洲一支重要的军事力量 ,但是其共同安全与防务政策的范围是有严格限制的。欧盟共同安全与防务政策的发展将对欧美关系产生深远影响 ,但在可预见的未来 ,欧盟战略上的独立是不可能的 ,它仍将依赖北约提供的安全保障 ,欧美安全合作不论是从集体防御的角度 ,还是从冷战后危机处理的角度来说 ,都反映着双方的共同利益和相互需要。但从长远看 ,欧美力量对比将趋于平衡 ,欧美关系将日益发展成为平等的伙伴关系。

This paper aims at explicating the recent development of ESDP, especially its background, characteristics and impact on European and American relations. The author argues that, the EU is becoming a military power, even if still in a preliminary stage. And EU wants to let it be noticed that the scope of ESDP is limited within the Petersberg task, mainly the crisis management in Europe in which NATO has no intention to be involved. The new development of ESDP is very important and has some impacts on European American relationship. But in a foreseeable future, the strategic independence of EU is impossible and the collective defense and security of European Allies remains to rely on NATO. It is the common interests and mutual need for both Europeans and Americans to maintain the solidarity of the alliance. From a long term view, there is no doubt that the power between the two sides will be balanced, and the relationship will be a partnership that the two sides are more equal.
