政治文明的核心是民主制度。建设社会主义政治文明 ,最根本最重要的是坚持和完善人民代表大会制度。而坚持和完善国家的这一根本政治制度 ,要求人大及其常委会依法履行职能。做好新形势下的人大工作 ,又必须健全人大代表制度 。

Democratic system is the core of political civilization. During the construction of political civilization, insistence on and perfection of people's congress system is the most fundamental and important requirement. To insist on and perfect this fundamental political system, people's congresses and their standing committees should legally perform their functions. To do work on the people's congress well, we should meliorate people's congress system and fully exert representatives' influence.
