理解民族关系的新思路——少数族群问题的“去政治化”

New Perspective to Understand Ethnic Relations:De-politicalization of Ethnicity

多种族、多族群国家都面临着如何处理本国族群关系以及政府应当如何引导族际关系发展方向的重要问题。中国几千年来在处理族群关系中具有把族群问题“文化化”的传统 ,但是近代在新的历史条件下开始吸收了欧洲把民族问题“政治化”和制度化的做法。 2 1世纪的中国应当从本国历史中吸取宝贵经验 ,也应当借鉴美国、印度、前苏联等处理本国种族、族群问题的策略与经验教训 ,把建国以来在族群问题上的“政治化”趋势改变为“文化化”的新方向 ,培养和强化民族—国民意识 。

All multi-racial or multi-ethnic nations face the important issue of guiding the direction of ethnic relations in the modern time. The tradition of “culturalization' of ethnic minorities in the ancient China resulted in a united-pluralist country with a huge population. But China started to treat ethnic minorities as political groups following the policies of Former USSR. In the new century, China should learn from both own historical heritage and the lessons of western countries, USSR and India, change the direction from “politicalization' to “culturalization' of ethnicity, and strengthen national identity.
