行政伦理建设需要以公共利益作为基础、出发点和归宿。这是由公共行政的职业特点和行政伦理建设的目标机制决定的。中国古代社会政德建设中提出的为政为公、执政为民、廉洁奉公等要求,反映了从政人员需要以公共利益作为基点的思想观念。现代社会中,政府官员需要认真处理公共利益与政府利益、政府成员个人利益的关系。

Administration ethics construction must have public benefits as its basis and starting point, and finally its consequently result, which is determined by the occupational characteristics of public administration and the target mechanism of administration ethics construction.
