The principle with people as the foremost which emphasizes the balanced development concept, is a full embodiment and application of Marx's humanism and the essence of socialism as well. It implies the necessity of overall, sustainable and long-term development in socialist society. To guarantee the people's benefit is vital for realizing man's overall development. More, it at the same time embodies the democratic politics for realizing the respect of human rights. It is therefore a philosophical necessity to realize socialist humanism. To create an excellent human and natural environment is the social and natural requirements to realize the overall development of human beings. It is the only approach and means to put man's overall development into practice to upgrade human qualities and is the value target and ideal pursuit of the overall development of human beings.
